Or one big HOWTO with a lot of sections. It doesn't really matter if it's one or two documents. Advanced users just skip the earlier chapters.
I think we can safely leave OSPF & BGP out - I think Zebra comes with some documentation, and there are excellent books describing these protocols, which aren't Unix specific.
