Does it go up at all? Interrupt make the processor do things. Also, have you checked your BIOS for the power saving settings and USB's IRQ?

The virtual root hub periodically polls the root hub ports to find connect changes.
Perhaps that is confusing the power management software?
I don't see how that could, but the timer interrupt doesn't.
