/dev/ttyN doesn't exist unless devfsd is running which is a userland daemon.
people tend to enable kernel options without reading the documentation
accompanying said options :)

/dev without devfsd has perhas a two dozen top level entries. running
devfsd as per instructions creates all the symlinks to the proper devices.

nifty:/usr/src/linux# ls -l /dev/tty1
lr-xr-xr-x 1 root root 0 Mar 10 12:25 /dev/tty1 -> vc/1
