/dev/ttyN doesn't exist unless devfsd is running which is a userland daemon. people tend to enable kernel options without reading the documentation accompanying said options :)

/dev without devfsd has perhas a two dozen top level entries. running devfsd as per instructions creates all the symlinks to the proper devices.
