2.2.14 uses a new tulip driver, which supports some cards the old
driver did not. Since the inverse is also true, the old driver (now
known as old_tulip.c) is included as well.

So ... try CONFIG_DEC_ELCP_OLD instead of CONFIG_DEC_ELCP.
