The last line of the Makefile in drivers/misc is indeed
fastdep:
so there's nothing wrong there.

The misc devices option should give you the option of PIIX4 ACPI support,
but only if you have enabled
CONFIG_PCI, CONFIG_X86_TSC and CONFIG_EXPERIMENTAL
otherwise, I suspect it will behave the way you describe.
