"mount -o sync" has absolutely nothing to do with the sync(2) system call. mount -o sync just means that ext2fs directory operations will be performed synchronously to disk: it doesn't make that guarantee about data files.

The stackable filesystem templates: http://www.cs.columbia.edu/~ezk/research/wip.html) would be an excellent place to start if you want a supermount for 2.2.
