I found. there's no netmask in neighbour.c. kernel is not doing proxy arp netmask anymore. WHY ????????
Have you turned on the proxy_arp sysctl for your devices which you want to do proxy-arp'ing? ie.
bash# echo "1" >/proc/sys/net/ipv4/conf/eth0/proxy_arp
