Here is the proper patch sequence (as far as i can remember):

patch-2.1.132
patch-2.2.0-pre1 (archived in v2.1)
...
patch-2.2.0-pre9 (archived in v2.1)
patch-2.2.0-final (archived in v2.1)
patch-2.2.1
...
patch-2.2.9
