Problem seen here too - more information on request. 

Linux version 2.2.5 (ganesh@munchkin.magd.ox.ac.uk) (gcc version 2.7.2.3) #1

[ganesh@munchkin clean-rh-5.2]$ ping -s 10 localhost
PING localhost (127.0.0.1): 10 data bytes
18 bytes from 127.0.0.1: icmp_seq=0 ttl=255 time=1.6 ms
18 bytes from 127.0.0.1: icmp_seq=1 ttl=255 time=0.1 ms

--- localhost ping statistics ---
2 packets transmitted, 2 packets received, 0% packet loss
round-trip min/avg/max = 0.1/0.8/1.6 ms
[ganesh@munchkin clean-rh-5.2]$ ping -s 11 localhost
PING localhost (127.0.0.1): 11 data bytes

--- localhost ping statistics ---
2 packets transmitted, 0 packets received, 100% packet loss
