To what possible benefit?
We're talking of about 1/3 of drivers/isdn/isdn_tty.c here. That's not a lot of code. And it's pretty hard to do this *outside* of the tty handling routines.
Oh, and AT&W/ATZ (save and restore settings) already *does* use a user land demon.
