What's wrong with:
echo ":perl:M::#\!perl::/usr/bin/perl:" > /proc/sys/fs/binfmt_misc/register
If you do this all scripts starting with #!perl will be executed with /usr/bin/perl as the interpreter. Same goes for #!sh, #!wish etc
