Not all file systems have "partitions" and there isnt a place for partitions to hide UUID's easily. We can pull whatever serial is available for the fs - you've just noted NTfs has a serial number

UUID is an internet rfc for statistically improbable name clashes. It tries to factor in ethernet mac addresses, time, ip addresses and other uniqueness enhancing values onto random numbers.
