When this happened to me (and a friend), I took the different approach of commenting out the two references to no_scroll in init/main.c and continuing the compile.
Developers, it happens on both 2.1.109 and .109+ac1 when one configures with FB support only (ie, not the first VGA option in the list).

PS: QuakeWorld on a 32Mb P133 and an AWE64 is smooth as a baby's bum with 2.1.109 in horridly large resolutions on a basic 2Mb S3 card. So smooth, in fact, I'll ignore the fact that FB support stops our video cards from doing 320x200x8bpp (plain VGA, iirc)
