There's no way around that limit short of modifying drivers/char/tty.c; I don't know how much work that would entail, though. At any rate, I'd strongly recommend looking into alternative solutions involving multiple servers; even if you could get more than 256 users remotely logged in to your machine at once, I expect it would be far too heavily loaded for anyone to get anything done.
