Before any solution to your problem can be found, more information is
needed.
1) Have you used APM in previous kernels and had shutdown poweroff your
machine?
2) What version of init are you using
3) Do you have a /sbin/poweroff command?

If the answers are no, 2.74, and yes, the answer is most likely to modify
your /etc/rc.d/ scripts to run '/sbin/poweroff' or '/sbin/halt -p' instead
of just /sbin/halt when turning off the machine.

I had this problem too :)
