I looked at the docs for the CL-DG5480. It has much more than I2C bus and VESA feature connector. The video window support hardware scaling and a separate colormap. The chip also has some hardware support for video capture.
It is intended to be used with the CL-PX4072 (this combination is found on the Prolink PixelView cards). I could not find any documentation on the CL-PX4072 and Cirrus Logic did not bother to reply to my mail.
