Is it turned on ?

Look in /proc/sys/net/ip_forward (or ip_forwarding depening on kernel
version). If there is a 0 in there it's not on. Just echo a 1 in like so
'echo "1" >/proc/sys/net/ip_forward'.

You don't actually need the double quotes, but you then have to be careful
that the shell dosn't snarf the 1 as part of the redirection.
