SubjectAPM disabled on SMP systems?

Why is APM disabled on SMP systems? Is there something inherently wrong with
it or is it just because it's not multi-processor safe? How hard would it
be to make it SMP safe - I would like the processors to reduce their power
usage if they're not doing anything if possible.
