    I still don't see any reason for any order being more important than any
    other order.

    Anyway, I've just rewritten the code to use PCI BIOS ordering when you
    enable the PCI BIOS. It should keep a 2.0-compatible order now. We'll have
    enough time to solve this issue in a really clean way in 2.3.
