Now I think you need poweroff:
andrea@dragon:~/devel/dcex$ dpkg -S poweroff sysvinit: /sbin/poweroff sysvinit: /usr/man/man8/poweroff.8.gz
Take a new sysvinit source for example from the debian site:
ftp://ftp.debian.org/debian/hamm/hamm/source/base/sysvinit*.orig.tar.gz
To force a poweroff run:
poweroff -d -f -i
