SysV IPC ought to be modularizable: it's large (24k), self-contained, and seldom used. I've made a patch to do it. The kernel compiles in all three configurations (compiled-in, compiled-out, module) and is stable when IPC features aren't used. Unfortunately I can't find any programs that use IPC, so I have not tested whether it works when someone tries to use it.
I'd appreciate any comments, test results, bug reports, etc. The patch is against 2.1.130.
