There is only a pause (or "guard time") on Hayes modems or modems from
makers that have a Hayes "guard time" license. Hayes patented the idea
of a guard time, and many modem makers simply dropped the guard time
rather than pay Hayes.

See the BUGTRAQ mailing list (about a month ago) for an in depth
discussion of this and how it can be a problem.
