Well, my University's DHCP server attempts to hand out static IP's based on MAC address (not foolproof however, I have gotten several other IP's now and then)... but it gets that message every once in a while, with no obvious reason why..... If you get any ideas, I could try to test them for you some time.... (at least client side). But DHCP works flawlessly in all Windows boxes on the network, so most likely dhcpcd trips up on some sort of data that the server is handing out, or does something odd so that the server doesn't always like the message....
