I supposed that ip_queue_xmit() is mostly designed to send queued
packets after fragmentaion. I mean withiout fragmentaion, there is
no use of ip_queue_xmit. Did I misunderstand it?

ip_queue_xmit is the IPv4 specific packet sending callback for TCP.

egrep "ip_queue_xmit" net/ipv4/tcp_ipv4.c
