No, but if you have a writeable file system somewhere, you can always create device files on the fly. (E.g. LILO does that sometimes.)

Without initrd, root is special anyway, so that's not a problem. With initrd, you'd simply create a small /dev and proceed as normal. So fmount vs. mount doesn't change anything for mounting root.
