    It was done intentionally. From setup.s:

    +! LMA 4/15/97 removed setting of keyboard repeat rate. Causes some systems
    +! to hang at boot.
    ! Set the keyboard repeat rate to the max

    - mov ax,#0x0305
    - xor bx,bx ! clear bx
    - int 0x16
    +! mov ax,#0x0305
    +! xor bx,bx ! clear bx
    +! int 0x16
