We had the same problem, but with a 2.0.x kernel. The fix was to make
sure that both ends of the ppp link had an mtu of 1500.

This smells very much of a MTU path discovery bugs. If someone could
send me complete verbose tcpdump's of when this bug is triggered I
would really appreciate it. Thanks.
