Do the following to asure you have the _right_ Loadlin (/dos assumed to be your mounted DOS partition):
strings `find /dos -name loadlin.exe` | grep Less
If it prints 'Less than 4MB of memory', then you have some stale old loadlin around which happens to be used instead of Loadlin-1.6a.
