Some time ago I made similar observations under 2.0.27. Init(8) went into a loop eating up 100% CPU time, it didn't spawn new getty's nor clean up dying or killed processes (-> many zombies lying around). I could not cleanly reboot and had to hit the Big Red Button.
I sent a note with some suggestions to the init maintainer (Miquel), as well as to SuSE, since they use a modified version of sysvinit-2.65f. Not a bug, but a Feature(tm).
