Bingo!

In Debian systems, there is a file /etc/rcS.d/S45mountnfs.sh. This gets run
before /etc/rc2.d/S18netbase which starts the portmap daemon. I've fixed it
my making the mountnfs to /etc/rc2.d/S23mountnfs.
