Bull. Keyboard led blinking and ctrl-alt-delete handling is done in
software, under DOS from inside the keyboard interrupt. (BIOS or
KEYB.COM.) So, if it works, it means that the CPU is still servicing
interrupts - obviously, it's NOT hard-frozen.

Maybe it's real mode at work? Any EMM386 or similar loaded under that DOS?
