No, dentries can expand dynamically without limit. But in order to control the growth of both dentries and inodes, unused dentries are incrementally reclaimed. When the system needs a new inode, it first checks the unused inodes list, and if there aren't any, it shrinks a few dentries to free up some inodes.
It's this process that needs tuning -- selecting which dentries and inodes to free.
