If you don't mind coding a quick hack, you could modify the beep routine _kd_mksound in drivers/char/vt.c to have a conditional keyed on an integer variable and then stuff that integer variable into a sysctl entry in kernel/sysctl.c so that you could just use the /proc/sys interface to turn beeping on and off. Of course, they may be an ioctl but beats me ...
