I believe what you're asking is how to pass the parameter to the kernel
upon boot. Presuming you're using lilo, add this to /etc/lilo.conf, then
run 'lilo' to reinstall with the new header:

append = "NO-HLT"

assuming NO-HLT is actually the parameter.
