IMHO this is proper behaviour - it also makes PnP support easier :-)

A patch went out long ago to show past activity in /proc/interrupts
whether the IRQ was in use or not.

The PnP patch provides /proc/irq for tracking usage alone, which
makes more sense IMHO.
