These words MOD_IN_SUB_DIRS and MOD_TO_LIST don't appear anywhere else in the entire kernel source distribution, including all the Makefiles.
What is the intent here?
This was part of the partial merge of the Sparc port, there is still around 10% more to go and the hacks to the top level makefiles that allow those constructs to work is part of that.
