Better still, use the latest version of shadow, which has these configuarble limits, inspired from this very lshell package. Aside from that, shadow will also give you numerous enhancements to login, su, chage, etc.
I sincerely hope RedHat adopt this package once its PAM support is sorted. Hint, hint.
