Yes, Linus usally posts an announcement, or you can finger
@linux.cs.helsinki.fi for the latest kernel patch level, and a nice bit
of ascii art ;)

Nope, 2.0.22 as and when some bug is found in 2.0.21 (and there is one in
the pty code ;), and 2.1.x has prepatches hidden away, so as soon as Linus
thinks he knows that 2.0.22 is it for 2.0, it'll be out offically.
