The best forum for these questions is comp.dcom.modems
There you will find representatives from several different companies
that test commercial modems for the manufacturers, and magazines.
As well as a lot of non-expert opinions and experience.

The USR representative apparently went into hiding several weeks
ago. I stopped following the group once I got my modem upgraded.
