My AMD 486/100 has the same problem. Rebooting works fine on a AMD 486/80 and on three Pentium/100's I have access to. I also had the same problem intermittently on my old i486sx25. Messy-DOS on my system reboots fine. I've tried chopping & changing I/O cards, kernel versions, etc with no luck.
