I had a problem much like this with my old Mitsumi single-speed BUS CDROM. Under DOS, I had no problems. If, on the other hand, I booted Linux or Windows 95 (protected mode environments) and tried to play music or anything of the sort through it, I got bursts of static on any IDE drive access. I eventually removed the CDROM, bought a Mitsumi 4x ATAPI, and the problem went away.
It isn't an issue now, but I'm still at a loss as to what causes that.
