There's a company in UTAH that sells a program to break encryption on a variety of PC programs including PKzip. If this was a freely distributed but marginally encrypted ZIP file, then you could just break the encryption without agreeing to anything at all.
See the manual for PGPfone for the reference...get that from net-dist.mit.edu...it's an acrobat file (xpdf will read it)...
