Infact I'm running the 1.2.13 kernel... > No. I've run all available versions of netscape on 2.0.x on several different systems. No problems on any of them.
However, netscape is a serious memory pig, and on a 16meg system, I have seen it using 11megs real RAM and 8 megs swap just for startup.
Maybe memory (or lack of) is the problem.
