Yes, it can. If you follow the specific instructions an earlier
reader posted (like go to Departments,... etc.) you can vote
without registering.

Also, they allow you to register by putting in a whole bunch of BS
if you don't want to get junk mail.

Right now Linux is winning 743 to 134 or something. :) Lets show these
panzy boys what "Linux" and "Internet" together can do. Windoze indeed!
