I think the correct way to do this would be to just load the whole mess out of a file, and then write it to video memory. A little fiddling with registers might be necessary, but LILO or whatever program should not have to interpret any graphics formats. There should be a user-land program that creates the image, paints it to the video, and dumps the video to a file. The loader would only have to know where it is and what to do to get the video into whatever mode.
(but I wouldn't run it myself.)
