This problem belongs in userland. Someone needs to make a volume manager like Slowaris has, so that users can take care of this problem.
Even now, there is a solution... Just add the 'user' option for your CD-ROM drive, and all users will be able to mount/umount it. Make a shell script called eject that simply does a 'umount /mnt/cdrom' (or whatever).
