Sounds all good to me. One thing is that 2.1 is a prime opportunity to clean up the device subdirectories, but this would fall under your "clean up the ports" stuff. ;-)
We would need a setup which allows the current nice sharing of PC style bus drivers with (for example) the Alpha and some of the MIPS ports which can use them with minimal modifications.
It should, in the end, be entirely obvious to someone writing a new driver for an arbitrary architecture where the code belongs and what needs to be done to integrate such a driver.
