This is a bug report based on heresay, so it's less exact than it might be; however, I still think it might be useful.
A friend's 1.3.8x machine (84 or so) is connected to the Internet via a dialup ISDN connection. Whenever he tries to telnet out, and interrupts the process before the dialout is completed, he gets the (in)famous 'socket destroy delayed' messages once every 10 seconds.
