Although I don't have the time myself, I'll say to anyone who is thinking of this that it would appear on the surface that an /etc/magic entry would be enough to do this. magic handles all the kinds of lookups I can think you would need.
All you then need is an override so that file will not tell you it's a 'block special' and actually go and look inside it.
