They're in NetKit-B-xxx.

I think the latest is NetKit-B-0.08.tar.gz. I found it on an ftp.funet.fi
mirror in ...PEOPLE/Linus/something-or-other, and in the README it says:

In the future the components of the NetKit packages will be available
individually at ftp://ftp.uk.linux.org/pub/linux/Networking, and
probably elsewhere as well.
